How does Medicaid expansion impact those who are incarcerated?

When the 2019 Idaho Legislature funded Medicaid expansion, they directed the department to take advantage of federal policy which allows Medicaid to cover services within certain types of medical facilities for Medicaid eligible inmates for inpatient care when they have been admitted for 24 hours or more. The Legislature shifted some funds from the Idaho Department of Correction (IDOC) to Medicaid to offset costs for IDOC inmates who meet these criteria. The department is evaluating the policy and automated system changes needed to implement these required changes.
